The Republican State Enterprise with the Right of Economic Management “Banking Service Bureau of the National Bank of the Republic of Kazakhstan” was established by the decision of the Board of the National Bank of the Republic of Kazakhstan based on the Resolution ¹ 252 of December 30, 1995 and started its operations since February 1996. The National Bank of the Republic of Kazakhstan is the founder and the authorized body of the republican state enterprise “Banking Service Bureau (RSE BSB).


The RSE BSB main objective is automation of the information processing and accounting processes in the system of the National Bank, second-tier banks and other organizations based on the state-of-the-art technologies. The RSE BSB develops software for the National Bank and other organizations, provides system maintenance of the automated information systems, renders consulting services, supplies software products and carries out training. During recent years the RSE BSB has been providing support and maintenance to twenty four systems and subsystems in the National Bank, including twenty two systems that had been developed by the RSE BSB.

The main types of activities of the RSE “Banking Service Bureau of the NBRK” are as follows:

- Software product development;

- Software maintenance and technical support;

- Supply, installation and software support of the software developed by other firms;

- Providing information processing services.

The RSE BSB customers include banks and financial and non-financial organizations of Kazakhstan. The main customer of RSE BSB is the National Bank of the Republic of Kazakhstan. Automated information subsystems are developed and used on such platforms as Oracle, Sybase and Lotus Notes. The RSE BSB has a proven technology for the Automated Information System maintenance in the National Bank.

The RSE BSB has developed 35 software products so far, that received the State Registration Certificates of title on intellectual property granted by the Committee of Intellectual Property Rights of the Ministry of Justice of the Republic of Kazakhstan.

The RSE BSB maintains partnership relations with a number of firms that develop and supply the general system and application software, such as ORACLE Corporation (USA) and the CJSC “TERN” (Russia) in the area of supplying the Business Objects products, as well as with firms that develop software for automation of banking activities and workflow system such as the CJSC “Lanit” (Russia) and CJSC “FORS” (Russia) for mutually beneficial cooperation and joint development of software and supply of software for the second-tier banks and other organizations of Kazakhstan.

The Banking Service Bureau has a permanent staff of highly qualified specialists that have been trained in the education centers of Kazakhstan and Russia. The employees have professional certificates from Oracle (Oracle Certified Professional) and Lotus Notes.

In December 2004 the RSE BSB implemented the project management system based on the Microsoft Project Server 2003. It is expected that implementation of the system will improve planning, control and project management in the company by means of clear formalization of management processes and control at all stages of project life-cycles.

The RSE BSB developed, implemented and used the quality management system in the following areas: development of the software products and software product maintenance services. This is proved by the quality certificate of ISO 9001:2000 that was granted on January 28, 2003 by the agency for certification TUV CERT of technical inspection company TUV NORD CERT GmbH & Co. KG.
