“Management of Interbank Payment Transfer System” automated information subsystem

Purpose:

The subsystem has been designed to be used in the National Bank of the Republic of Kazakhstan.

The subsystem ensures exchange of electronic messages between the National Bank and its customers; makes interbank money transfers through the payment system of NBRK; transfer of money from/to the accounts of the customers with the National Bank and to/from the accounts with Kazakhstan Interbank Settlement Center; provides access of the customers to their correspondent accounts with the NBRK and manages and controls the funds on the user accounts with Kazakhstan Interbank Settlement Center.

Configuration:

The subsystem consists of:

§         The main part that includes the automated modules “Responsible Person”, “Administrator” “Reference data directories”; and the Center database operating on the Oracle 9i DBMS

§         Client: that includes the applications: “Client of the Interbank Payment Transfer System”, «Customer Administrator» and Client’s database operating on the FireBird 1.5 DBMS.

Ergonomics and aesthetics:à:

The software ergonomic solutions ensure convenience and efficiency for user operations. Regulatory and reference information is generated in all cases where it is possible to unify data and replace the manual entry with selection from the list, which is offered by the subsystem applications. Flexible filters for sorting and grouping techniques make handling of the subsystem easier.

Architecture:

It is a client/server architecture that enables operating in the local network using the TCP/IP protocol.

“Responsible person” module enables the user:

§         to perform transactions with Client’s correspondent accounts;

§         to carry out cash transactions;

§         to monitor the client’s payments;

§         to interact with “Kubazh-3C” system to ensure payments through the NBRK payment system;

§         to interact with the Kazakhstan Interbank Settlement Center to ensure payments through the KISC system;

§         to exchange messages and payment documents with the automated module “Client of the Interbank Payment Transfer System”.

“Administrator” and “Customer Administrator” modules enable the users:

§         to create, change and block the subsystem users;

§         to assign access rules for users to the data and functions of the subsystem;

§         to set the users passwords.

“Reference Data Directories” module enables the users:

§         to keep the Unified Code of Payment Purpose reference directories (reference directories for the sectors of economy, residence, budget classification code, payment appointment code, countries and currencies);

§         to keep the reference directories subdivisions within the NBRK payment system management department;

§         to keep the client reference directory;

§         to keep the reference directories of the clients’ accounts.

“Client of IPTS” module enables the users:

§         to keep locally and receive data reference directories from the Center;

§         to generate and download applications, inquiries and payment documents;

§         to track fulfillment of orders/inquiries by the Center.

Auxiliary software:

To operate the main part of the subsystem it is necessary to use ORACLE Database 9i (9.2.0.4), Microsoft Excel 97/2000 software, while the client’s part needs FireBird Server 1.5 and Microsoft Excel 97/2000.

Information security:

Is provided by the means of the ORACLE 9i (9.2.0.4) DBMS and the “Administrator” module. The following functions are built in the subsystem: user authorization with assignment of logins and passwords and restriction of the user access rights to the data and functions of the system.

Standard package:

§         The main part: a compact disk containing software for the “Responsible person” module, “Administrator” module and “Reference data directory” module and a manual in Russian.

§         The Client part: a compact disk containing software for the “Client of IPTS” module, “Customer Administrator” module and Client Database including manuals in the Russian language.

Installation terms:

Installation and training of users will take:

§         From one month for the main part and;

§         From one week for the Client.

Technical support:

Warranty technical support (during six months after commissioning) and after-warranty support (at the customer’s wish based on the contractual agreement). The following services are provided within the framework of technical support:

§         Correction of program errors identified during the process of software exploitation;

§         Consulting services for the customers concerning application of the software;v

§         Delivery of the updated software;

§         Consulting services in the event of substandard situations.

Currently the subsystem is operating:

The main part:

§         in the head office of the State enterprise “The National Bank of the Republic of Kazakhstan”;

The Client’s part:

§         in the regional branches of the National Bank of the Republic of Kazakhstan;

§         in the second-tier banks of Kazakhstan;

§         in the Treasuries of the Republic of Kazakhstan.
