Automated information subsystem
”Monitoring of Enterprises of the Real Sector of Economy”

Purpose:
The subsystem has been designed to be used in the National Bank of the Republic of Kazakhstan.
The subsystem ensures collection of quantitative and qualitative indicators of the state of enterprises in the real sector of economy in order to obtain information required by the Research and Statistics Department of the National Bank of the Republic of Kazakhstan and conduct the subsequent analysis of the state of enterprises and organizations, automation of methods and techniques of the economic analysis of enterprises and general regulation and control of entrepreneurship development. The subjects of the AIS include the NBRK Head Office of and enterprises of the real sector of the economy that submit the accounting information in the form of questionnaires through the respective branches of NBRK on a voluntary basis.
The unique characteristics of this system are as follows:
§
each user has its own personal database copy that contains information identifying the subsystem user. The data in the bases are synchronized through the e-mail;
§
access-based differentiation to the realized data and functions depending upon the type of a user (branch or Center) its identification (depending upon the type of report, a branch has access only to its own data);
§
implementation of a reference directory of qualitative and quantitative indicators available for editing (only in the Head Office) enables the user to change input forms of reporting independent of a designer;
§
implementation of the extended logics of information processing with ability to choose algorithms for users and change weights used during processing of the economic activity indicators of an enterprise of the real sector of economy independent of a designer.
Configuration:
The subsystem consists of individual modules such as “Enterprise Monitoring”, «Report Generation» and “Information Exchange”.
Ergonomics and aesthetics:
The software ergonomic solutions ensure convenience and efficiency for the users. Regulatory and reference data are formed in all cases where it is possible to unify data and replace manual entry with selection of value from the list offered by the subsystem applications. Quick context search in accordance with the specified parameters is supported in the screen form tables and lists. Flexible filters and sorting and groupings make the work with the subsystem much easier.
Architecture:
It is a client-server architecture that enables working in the local network using the TCP/IP protocol.
E-mail is used for data exchange between regional branches of NBRK and the NBRK Head Office.
“Enterprise monitoring” module enables the user:
§
to log in to the system;
§
to add new users into the system by assigning them a login and password;
§
to assign the user access rights to the system functions;
§
to change personal password;
§
to fill in and keep the reference directories (only for the Head Office);
§
to exercise primary (including logical) control of the input information;
§
to enter and edit the source information;
§
to review information in the database.
«Report Generation» module enables the user:
§
to log in to the system;
§
to change personal password;
§
to receive accounting forms in Excel file format.
«Information exchange» module enables the user:
§
to log in to the system;
§
to generate the electronic message files in order to send them to the NBRK regional branch/Head Office and synchronize databases;
§
to exercise primary control and allocation of the input information in the database;
§
to fix operating parameters of the module.

Auxiliary software:
ÄTo operate the subsystem it is necessary to use Oracle 8.1.7 Enterprise Edition software or higher and Microsoft Excel 97/2000.
Information security
is provided by the DBMS Oracle and modules. The following functions are realized in the subsystem: authorization of users by assigning them the logins and passwords, module authentication and restriction of the user access rights to the data and functions of the subsystem. While using the “Astra” and “FASTi” transport system the file encryption is carried out by means of “Tumar 7” cryptographic package.
Standard package:
It includes a compact disk containing software for the server and the “Enterprise Monitoring”, “Report Generation” and “Information Exchange” modules and a manual in the Russian language.
Installation terms:
Installation and training of users will take at least a month.
Technical support:
Warranty technical support (during three months after commissioning) and after-warranty support (at the customer’s wish based on the contractual agreement). The following services are provided within the framework of technical support:
§
Correction of program errors identified during the process of software exploitation;
§
Consulting services for the customers concerning application of the software;
§
Delivery of the updated software;
§
Consulting services in the event of substandard situations.
Customization:
Customization is possible (subject to the Auxiliary discussion).
Currently the system is operating in:
§
The State enterprise “The National Bank of the Republic of Kazakhstan”;
§
Regional branches of the State enterprise “The National Bank of the Republic of Kazakhstan”.
