Automated information subsystem

“Human Resources Management”

Purpose:

The subsystem has been designed to be used in corporations, banks and organizations.

The subsystem ensures automation of the processes of centralized personnel record-keeping, salary calculations, storage of employee personal files and settlements with employees, generation of certificates, statistical reports, tax accounts and payment documents. The subsystem principle of operation is based on maintenance of documents that are sources of all initial data.

Configuration:

The subsystem has been designed on a modular basis.The “Human Resources”, “Salary Calculation” and “Settings and Administration” modules are basic and mandatory.

Ergonomics and aesthetics:

The software ergonomic solutions ensure convenience and efficiency for the users. Regulatory and reference data are formed in all cases where it is possible to unify data and replace manual entry with selection of value from the list offered by the subsystem applications. Quick context search in accordance with the specified parameters is supported in the screen form tables and lists. Flexible filters and sorting and groupings make the work with the subsystem much easier.

Architecture:

It is a client-server with ability to work in the local or corporate network using the TCP/IP protocol.

“Human Resources” Module enables the user:

§         to enter data into the subsystem directory, change and delete data entered before;

§         to create, change and to delete the template of document (structure of storage of the document data in the database); the template of document view (document design that enables viewing the document in MS Word sheet); and a copy of a document draft (create of a document draft with actual data);

§         to approve a copy of a document draft (after approval the document data goes to the personal file of the employee and salary calculation file);

§         to change documents approved before;

§         to save a copy in a MS Word file (to prepare a paper document to be signed by the management);

§         to conduct operations on creation, change and delete of the plan of new personnel chart;

§         to approve the plan of personnel chart;

§         to generate a list of changes in personnel chart;

§         to fill in, edit and delete questionnaires of applicants (each citizen that submitted an application for employment is considered as an applicant by the subsystem until approval of the recruitment order);

§         to form and manage personal files of employees including: basic information about employee, data about educational institutions, scientific degree, scientific papers, knowledge of languages, information about relatives, awards, job experience, training courses, National Security Committee inspection, contracts, recommendation letters;

§         to generate inquiries and reports about employees;

§         to hire an employee;

§         to perform movements of an employee within the organization;

§         to discharge duties of other employee;

§         to fire an employee;

§         to reflect all the orders in the employee personal file;

§         to form the vacation schedule;

§         to prepare and approve draft application for vacations (every application is fixed in the personal file);

§         to prepare and to approve draft orders for business trips;

§         to keep a register of business trips;

§         to generate and review time sheets;

§         to form an employee training plan of the organization;

§         to prepare and approve draft orders for training;

§         to review employee trainings data;

§         to generate the output forms related to an employee, department or an organization as a whole;

§         to save all incoming and outgoing forms and directories in MS Excel files;

§         to change personal password.

«Salary Calculation” module enables the user:

§         to calculate/recalculate salaries periodically, as per tariff and by salaries;

§         to keep accounting of accruals/deductions by direct method and indirect method (for employees with an individual remuneration);

§         to create, change and delete new accruals/deductions;

§         to create, adjust and delete algorithms of accruals/deductions;

§         to generate schedules and output forms of salaries;

§         to generate payment documents;

§         to generate MT-messages for pension contributions to the Pension Funds;

§         to generate XML documents and tax accounts forms to be submitted to the tax committees;

§         to generate statistical reports;

§         to change personal password.

“Setting and Administration” module enables the user:

§         to create, change and block users of the subsystem;

§         to register computers of users in the subsystem;

§         to assign the user access rights to the data and functions of the subsystem;

§         to assign passwords to the users;

§         to adjust operational standards of the module;

§         to examine users logged in to the subsystem;

§         to disconnect users from the database when necessary;

§         to block the users access to the data and functions of the subsystem.

Auxiliary software:

To operate the subsystem it is necessary to use Oracle 8i Standard Edition software or higher, Microsoft Office 2000 and Word 2000.

Information security:

is maintained by means of Lotus Notes/Lotus Domino corporate data management system. The following functions are realized in the subsystem: authorization of users by assigning ID-files to them and restriction of the user access rights to the data and functions of the subsystem.

Standard package:

It includes a compact disk containing software for the ”Human Resources”, “Salary Calculation” and “Settings and Administration” modules and a manual in Russian language.

Installation terms:

Installation and training of users will take at least a month.

Technical Support:

Warranty technical support (during three months after commissioning) and after-warranty support (at the customer’s wish based on the contractual agreement). The following services are provided within the framework of technical support:

§         Correction of program errors identified during the process of software exploitation;

§         Consulting services for the customers concerning application of the software;

§         Delivery of the updated software;

§         Consulting services in the event of substandard situations.

Customization:

Customization is possible (subject to the Auxiliary discussion).

Currently the system is operating in:

§         The State enterprise “The National Bank of the Republic of Kazakhstan”

§         Center of cash payments and custody of values” (branch) of the NBRK;

§         CJSC “Kazakhstan Mortgage Company”;

§         The State Enterprise “The NBRK Autobase”;

§         The State Enterprise “The Agency of the Republic of Kazakhstan on Regulation and Supervision of Financial Market and Financial Organizations”.
