Automated information system

“Collection and Processing of Accounting and Statistical Information from Second-Tier Banks”

Purpose:

The subsystem has been designed to be used in the National Bank of the Republic of Kazakhstan.

The subsystem supports collection and processing of accounting and statistical data received from the second-tier banks to provide with the operational information the departments interested in using accounting and statistical data.

The subsystem is intended to create an integrated database for the National Bank of the Republic of Kazakhstan, obtain rapidly the information needed by the departments of NBRK, conduct the subsequent analysis of the financial standing of the banks and automate the techniques and methods of economic analysis of banking activities, their rating and forecast evaluation for overall regulation and control of the banking activities.

The unique characteristics of this system are as follows:

§         saving of all past changes in the regulation and reference information with ability to obtain reports on the irrelevant (historical) data;

§         multilayer system of approval of all reports entered and generated in the AIS, that ensures a detailed examination of primary and consolidated information;

§         availability of a convenient graphic interface to receiving ad hoc queries by users of AIS without involving the designers;

§         availability of audit journal to track the user actions concerning changing of the database content.

Configuration:

The subsystem consists of separate modules and modules such as “Terminal of Primary Input of Information from the Second-Tier Banks”, “Administrator”, “Information Collection Module” and “Operational Work with Database”.

Ergonomics and aesthetics:

The software ergonomic solutions ensure convenience and efficiency for the users. Regulatory and reference data are formed in all cases where it is possible to unify data and replace manual entry with selection of value from the list offered by the subsystem applications. Quick context search in accordance with the specified parameters is supported in the screen form tables and lists. Flexible filters and sorting and groupings make the work with the subsystem much easier.

Architecture:

It is a client-server architecture that enables working in the local network using the TCP/IP protocol.

«Terminal of Primary Input of Information from the Second-Tier Banks” is installed in second-tier banks and enables users:

§         to assign the access rights to the terminal database and functions;

§         to register the Terminal users;

§         to fix the Terminal operating standards;

§         to enter information from certain reports;

§         to monitor the input information (including information shared in different forms);

§         to print out (to save a file in EXCEL format) entered reports;

§         to archive input information;

§         to review the regulatory and reference information;

§         to generate the telegrams of reports in a SWIFT-like format to send them to the NBRK;

§         to process incoming messages including ORACLE commands to update the regulatory and reference information coming from the Head Office.

”Administrator” module enables the user:

§         to add new users to the system with assignment of logins and passwords;

§         to appoint the access rights to users to the objects of the database and functions of the system;

§         to block users from access to the Automated Information System data and functions;

§         to review and to print out the audit journals about the system operations;

§         to fix the AIS functioning parameters that related to the system service functions (e.g. the period for changing the passwords by users, enabling and disabling of the opportunity to approve under certain modes, permission to add information to the reference directories by users, etc.);

§         to keep a note journal used by the administrator at his own discretion.

“Information Collection Module” enables the user:

§         to receive messages in a SWIFT-like format coming from the second-tier banks;

§         to control correctness and completeness of information;

§         to keep records of the deadline observance for information supply;

§         to prepare and send outgoing messages to the second-tier banks (about receipt of reports, going through internal and external control, reference information changing scripts);

§         to keep an archive of the incoming and outgoing information;

§         to detail and download reports coming from second-tier banks into the NBRK integrated database.

“Operational Work with Database” module enables the user:

§         to maintain overall control of reports (including control of information shared in different forms) coming from the second-tier banks and generate the control protocols;

§         to inquire the status of reports ( approved/unapproved, etc.);

§         to generate consolidated reports and other outgoing forms in different profiles;

§         to fill in and keep the data reference directories;

§         to review information entered in the database;

§         to delete irrelevant information from tables of the annual reports;

§         to approve incoming and consolidated reports;

§         to print incoming and consolidated reports out (or save in EXCEL format file);

§         to generate the substandard reports.

Auxiliary software:

To operate the subsystem it is necessary to use Oracle 8.1.7 Enterprise Edition software or higher and Microsoft Excel 2000.

Information security:

Is provided by the DBMS Oracle and “Administrator” module. The following functions are realized in the subsystem: authorization of users by assigning them the logins and passwords, module authentication and restriction of the user access rights to the data and functions of the subsystem.

Standard package:

It includes a compact disk containing software for the «Terminal of Primary Input of Information from the Second-Tier Banks”, “Administrator”, “Information Collection Module” and “Operational work with database” modules and a manual in the Russian language.

Installation terms:

Installation and training of users will take at least a month

Technical support:

Warranty technical support (during three months after commissioning) and after-warranty support (at the customer’s wish based on the contractual agreement). The following services are provided within the framework of technical support:

§         Correction of program errors identified during the process of software exploitation;

§         Consulting services for the customers concerning application of the software;

§         Delivery of the updated software;

§         Consulting services in the event of substandard situations.

Customization:

Customization is possible (subject to the Auxiliary discussion).

Currently the system is operating in:

§         The State enterprise “The National Bank of the Republic of Kazakhstan”;

§         The State Enterprise “The Agency of the Republic of Kazakhstan on Regulation and Supervision of Financial Market and Financial Organizations of”;

§         Second-tier banks.
