Automated information subsystem
“Insurance Supervision”

Purpose:
The subsystem has been developed to be used in the National Bank of the Republic of Kazakhstan.

The subsystem ensures automation of information collection concerning insurance activities of the professional participants of the insurance market of the Republic of Kazakhstan, provides and operating access to the collected and systemized information and enables to analyze the collected information to make decisions related to the insurance system regulation. |
The subjects of the automated information subsystem are as following:
§
the central body in charge of the insurance activity;
§
insurance and reinsurance organizations;
§
insurance and reinsurance brokers;
§
actuaries;
§
authorized auditors;
§
second-tier banks;
§
other subjects of the insurance market.

The subsystem consists of separate modules such as: “Administrator”, “User”, “Collection of Accounting and Statistical Information” and “Generation of the Insurance Organization Reporting”. |
Ergonomics and aesthetics:

The software ergonomic solutions ensure convenience and efficiency for the users. Regulatory and reference data are formed in all cases where it is possible to unify data and replace manual entry with selection of value from the list offered by the subsystem applications. Quick context search in accordance with the specified parameters is supported in the screen form tables and lists. Flexible filters and sorting and groupings make the work with the subsystem much easier.

Architecture:
It is a client-server architecture that enables working in the local network using the TCP/IP protocol..
”Administrator” module enables the user:
§
to add new users to the system with assignment of logins and passwords;
§
to appoint the access rights to users to the objects of the database and functions of the system;
§
to block users from access to the Automated Information System data and functions;
§
to set sup the period of user inactivity in order to disconnect the user from the database;
§
to fix the AIS functioning parameters that related to the system service functions (e.g. the period for changing the passwords by users, enabling and disabling of the opportunity to approve under certain modes, permission to add information to the reference directories by users, etc.);
§
to review the users connected to the subsystem database;
§
to disconnect users from the subsystem database when needed.
“User” Module enables the user:
§
to log in to the system;
§
to change personal password according to the specified period of password validity;
§
to fill in and maintain the data reference directories;
§
to enter source information that is contained in the paper documents (reference information about the subjects under supervision);
§
to monitor discrepancies in reference information from time to time;
§
to implement logical control of the reports received from insurance organizations;
§
to approve reports received from insurance organizations;
§
to inquire the status of reports;
§
to generate the consolidated reports;
§
to approve consolidated reports
§
to archive input reports;
§
to display, print out and save reports in Excel files;
§
to serve substandard orders.
“Generation of the Insurance Organization Reporting” module is installed in the insurance and reinsurance organizations and enables the users:
§
to enter and edit reports;
§
to save reports in xml format files;
§
to download saved reports for editing;
§
to receive reply messages, logical errors protocols and reference information;
§
to download regulatory and reference information from the files sent from the central body in charge of supervision.
”Collection of Accounting and Statistical Information” module enables the user:
§
to receive and download files generated by the organizations under supervision in the “Generation of the Insurance Organization Reporting” module;
§
to control correctness and completeness of information (without logical control);
§
to download information to the database operating tables;
§
to form and save the report of downloading errors in the form of text file for sending them to insurance organizations;
§
to form and save file with references for sending to insurance organizations;
§
to save the report of logical control errors in the form of text file for sending them to insurance organizations;
§
to record the register of downloaded files and generated reports (with an opportunity to review the reports);
§
to fix the module operating standards;
§
to download information from the “Collection and Processing of Accounting and Statistical Information from the Second-Tier Banks” automated information system in a form sent from the banks.

Auxiliary software:

To operate the subsystem it is necessary to use Oracle 8.1.7 Enterprise Edition software or higher and Microsoft Excel 2000. |
Information security
| |
is provided by the DBMS Oracle and “Administrator” module. The following functions are realized in the subsystem: authorization of users by assigning them the logins and passwords, module authentication and restriction of the user access rights to the data and functions of the subsystem. |
Standard package:
It includes a compact disk containing software for the “Administrator”, “User”, “Collection of Accounting and Statistical information” and “Generation of the Insurance Organization Reporting” modules and documentation in the Russian language.
Installation terms:
Installation and training of users will take at least a month.
Technical support:
Warranty technical support (during six months after commissioning) and after-warranty support (at the customer’s wish based on the contractual agreement). The following services are provided within the framework of technical support
§
Correction of program errors identified during the process of software exploitation;
§
Consulting services for the customers concerning application of the software;
§
Delivery of the updated software;
§
Consulting services in the event of substandard situations.
Customization:
Customization is possible (subject to the Auxiliary discussion).
Currently the system is operating in:

The State Enterprise “The Agency of the RK on Regulation and Supervision of the Financial Market and Financial Organizations of the Republic of Kazakhstan”;
§
Every organization of the Republic of Kazakhstan that carries out insurance activities.
