There is a number of views (lists of documents grouped into categories) to ensure convenient data review and search in the subsystem database. Screen forms may display information in both the Russian language and Kazakh language. The subsystem is equipped with the context-sensitive help. Powerful full-text search Lotus Notes may be used to search documents.

Architecture:

It is a client-server architecture that enables working in the local or corporate network using the TCP/IP protocol. The subsystem has been constructed on Lotus & Domino platform.

The subsystem enables the user:

§         to register (fill in) the registration cards of the RLAs, national legislation acts and contracts (agreements) both in Russian and Kazakh;

§         to save the texts of the regulatory legal documents (RLD) in the electronic archive in Russian and Kazakh;

§         to register all incoming amendments and addition, distribution, extension of the validity period and lapses (of articles, points, sub-points, paragraphs) of RLDs;

§         to generate the history of RLD in Russian and Kazakh;

§         to review the RLD history in Russian and Kazakh;

§         to save texts of amendments and additions in the electronic archive;

§         to generate and keep a control RLA (that contains all latest changes);

§         to carry out full-text search throughout the RLD texts;

§         to make search based on any details in a registration card;

§         to make search based on a glossary;

§         to be able to assign the access to the electronic documents at different levels;

§         to print the lists documents of different types.

To operate the subsystem it is necessary to use Lotus Notes & Domino version 5 or higher, Microsoft Excel 2000 and Word 2000.

Information security:

is ensured by the built-in Lotus Domino security tools. The user access right to the subsystem data and functions is restricted by appointment of roles (registrar, reader, etc.).

Standard package:

It includes a compact disk containing software for the information and reference system “Lawyer”, Help database and documentation in the Russian language

Installation terms:

Installation and training of user will take at least 2 weeks.

Technical Support:

Warranty technical support (during six months after commissioning) and after-warranty support (at the customer’s wish based on the contractual agreement). The following services are provided within the framework of technical support:

§         Correction of program errors identified during the process of software exploitation;

§         Consulting services for the customers concerning application of the software;

§         Delivery of the updated software;

§         Consulting services in the event of substandard situations.

Customization:

Customization is possible (subject to the Auxiliary discussion).

Currently the subsystem is operating in:

§         The State enterprise “The National Bank of the Republic of Kazakhstan”;

§         The Republican State Enterprise “Kazakhstan Interbank Settlement Center” of the National Bank of the Republic of Kazakhstan;

§         The Republican State Enterprise “Individual Deposits Guarantee Fund”;

§         The State Enterprise “The Agency of the Republic of Kazakhstan on Regulation and Supervision of Financial Market and Financial Organizations”.
