“Electronic Auction”

Purpose:
The subsystem has been designed to be used in the National Bank of the Republic of Kazakhstan.
The subsystem supports such processes as placement, re-issue and repayment of government securities of the Republic of Kazakhstan and analysis of the state of the government securities primary market.
Goals of the subsystem development are as follows:
§
to provide operational efficiency and reliability in placement and repayment of the government securities with minimal manual interference of the personnel;
§
to maintain the unified database that contains full information about all processes taking place in the government securities primary market.
Configuration:
The subsystem has been developed on the modular base and consists of the “Auctioneer” module, “Subsystem Administrator” module and “SWIFT-terminal” module.
Ergonomics and aesthetics:
The software ergonomic solutions ensure convenience and efficiency for user operations. Regulatory and reference information is generated in all cases where it is possible to unify data and replace the manual entry with selection from the list, which is offered by the subsystem applications. Flexible filters and sorting and grouping simplify the subsystem running.
Architecture:
It is a client/server architecture that enables operating in the local network using the TCP/IP protocol..
”Auctioneer” module enables the user:
to control the processes of placement and repayment of the government securities, monitor transfer of money in case of placement and repayment of the government securities, generate and review the statistical analysis forms related to conditions of the government securities primary market.
”Subsystem Administrator” module is intended:
to adjust the subsystem parameters, manage the user access to the information and functions of the subsystem and keep of internal function registers.
”SWIFT-terminal” module is intended:
to receive, register and process electronic messages from the Central Depositary of Securities and dealers/agent, generate and send electronic messages to the Central Depositary of Securities and dealer/agents and maintain the electronic messages archive.

Auxiliary software:
To operate the subsystem it is necessary to use Oracle 8i Standard Edition or higher and Microsoft Excel 2000.
Information security
Information security is provided by standard means of the operating system and relational DBMS Oracle used as well by realization of the following functions:
§
user authorization with assignment of logins and passwords;
§
restriction of the user access to the data and functions of the subsystem;
§
module authentication;
§
disconnect of the user from the system upon expiry of a specified inactivity period;
§
registration of the user actions in the system (system journal).
Standard package:
It includes a compact disk containing software for the “Auctioneer” module, “Subsystem Administrator” module and “SWIFT-terminal” complex and a manual in the Russian language.
Installation terms:
Installation and training of users will take at least a month.
Technical support:
Warranty technical support (during three months after commissioning) and after-warranty support (at the customer’s wish based on the contractual agreement). The following services are provided within the framework of technical support:
§
Correction of errors identified in the process of software running;
§
Correction of program errors identified during the process of software exploitation;
§
Consulting services for the customers concerning application of the software;
§
Delivery of the updated software;
§
Consulting services in the event of substandard situations.
Currently the subsystem is used in:

The State enterprise “The National Bank of the Republic of Kazakhstan”.
